Brussels, October 1st 2026– FOOD FOR THOUGHT: Horizon Europe Work Programmes are the official operational documents published by the European Commission that establish funding opportunities, call topics, budget distributions and implementation guidelines across the Horizon Europe framework.

The core framework is primarily implemented through the Main Work Programme, which details funding calls for Marie Skłodowska-Curie Actions (MSCA) and Research Infrastructures under Pillar I (Excellent Science), all six thematic clusters under Pillar II (Global Challenges & European Industrial Competitiveness), European Innovation Ecosystems under Pillar III (Innovative Europe), as well as dedicated initiatives for Widening Participation and Strengthening the European Research Area (WIDERA), EU Missions and the New European Bauhaus (NEB) facility.

In addition to the Main Work Programme, distinct operational components are governed by their own specialized work programmes or programming documents.

These include standalone programmes for the European Research Council (ERC), the Joint Research Centre (JRC) and the European Innovation Council (EIC). Furthermore, institutionalized partnerships across key sectorial areas such as mobility, energy, digital and the bio-based economy maintain separate work programmes, as do the European Institute of Innovation and Technology (EIT), the European Defence Fund and the Euratom Research and Training Programme.

Together, these documents serve as the primary strategic and legal blueprints for researchers, institutions and businesses seeking EU research and innovation grants.
